Job Purpose

Officer, SSHE Support is to ensure SSHE rules and regulations, policy and procedure compliance operational at worksite. Carry out duties of professional safety officer required by laws and related legislation

Key Accountabilities

  • Control implementation of SSHE policy and regulations in all work in PSB activities.
  • Execute related activities in SSHE Plans to ensure the company’s strategic objectives are met.
  • Promote the implementation of company’s SSHE policy and regulations in all work under his responsibility.
  • Ensure that applicable occupational health and safety legislations and other standards are identified, retained, accessible and implemented by concerned parties.
  • Carry out duties of Professional Safety Officer required by laws in order to comply with related legislations for asset and operations.
  • Conduct SSHE Induction for new staff, contractors or visitor coming to PSB locations as required by laws.
  • Provide SSHE trainings and briefings to staff and contractor as per the competency matrix.
  • Provide technical guidance, counselling and support to the asset’s staff including SSHE competency assessment as required.
  • Be a member (secretary) of the asset’s Occupational Health & Safety Committee.
  • Conduct SSHE related activities as required by laws.
  • Cooperate with all departments and safety officers of the contractors e.g., construction contractor’s safety officers, marine vessel and others for SSHE improvements.

Professional Knowledge & Experiences

  • Arrange SSHE promotion activities and develop SSHE awareness in the work place. This includes the cooperation with assets to organize SSHE promotion and campaigns, i.e., SSHE Theme of the month, SSHE Slogan Contest, Safety Observation Campaign, Road Safety Awareness Campaign.
  • Facilitate operations on risk assessment to ensure that all SSHE related risks are managed within acceptable level through SSHE tools e.g., JSA, HAZID, HAZOP, EIA, HRA etc.
  • Ensure emergency and crisis preparedness of the asset by verifying adequate and effective emergency response procedures, plans and exercises and includes inspection and maintenance program of fire fighting, spill response equipment, etc.
  • Monitor effectiveness of the SOC (Safety Observation Campaign) both company & contractors. Utilize SOC data for safety recommendation for improvements.
  • As assigned, act as a Secretary to the PSB’s Incident Review Committee (IRC), plan and arrange the IRC meetings as and when required to properly review & feedback the accident root causes.
  • Conduct/participate internal & external SSHE audits and inspections including PTW of both company and contractors to ensure the compliance with the applicable legislations, asset & corporate SSHE MS and procedures with recommendation for improvement.
  • Review compliance with occupational health and safety legislations to ensure the PTTEP SSHE MS, ISO45001:2018 and ISO14001:2015 requirements are met and ensure that non-compliances are recorded and followed-up until close-out.
  • Monitor the follow up on results of the findings from SSHE inspections, internal and external audits with various departments and ensure that the actions are properly improvement and close out.
  • Provide advice on SSHE-related operation such as lifting operation safety, warehouse safety, chemical handling and storage safety, environmental monitoring, etc.

Additional Desirable Qualification

Professional Knowledge & Experience:

  • Bachelor degree in occupational health and safety, science or engineering or any related field.
  • Safety Officer in professional level.
  • Minimum 5 years experience in SSHE, managing in O&G industry, logistics or equivalent.

  • Good interpersonal, coordination and communication skills.
  • Leadership skill.
  • Good command of written and spoken English.
