Job Purpose

Officer, Cargo Control Room (FSO) performs cargo control room activities including cargo loading and offloading system and machinery warning alarm monitoring on the Floating Storage Offloading Unit (FSO). Job holder performs radio operations to communicate with all external parties during boat and helicopter operations.  

Key Accountabilities (1)

  • Act as Officer on Watch (OOW) for the cargo operations during the loading/ offloading operations, record all necessary data during the activities, and supervise all cargo loading/ offloading line up as instructed by Supervisor, Maintenance (FSO).
  • Keep monitor all activities on deck such as lifting operations, POB transferring. Perform radio operations during helicopter operations.
  • Carry out all VHF/MF/HF, tele communication between FSO, shore base, vessel, platforms
  • Carry out preventive maintenance (PM) of firefighting system, lifesaving system, lifeboats, and all safety equipment and ensure that they are available, well maintained, certified, and serviceable.
  • Monitor and ensure the condensate receiving tanks and storage tanks are always in safe tank atmospheres.
  • Prepare, start up, line up pipe systems & shutdown of cargo operations

Key Accountabilities (2)

  • Supervise and able to conduct lining up in pump room and on deck lines for reception/ discharge of all hydrocarbon cargoes.
  • Maintain the stability and the safe mooring of FSO at all time. Monitor hull stresses (bending moments and shearing force) within the allowable limit.
  • Monitor Machinery Monitor Console (MMC) which installed at CCR and inform engineer in-charge whenever the monitor shows machinery’s abnormal status.
  • Act as operator who performs central communication between FSO community and external parties as well as assisting in announcement of emergency.
  • Supervise deck crew with hose handling, mooring of vessels etc.

Key Accountabilities (3)

  • Comply with and promote the Company’s SSHE policy, rules and regulations to all works under responsibility.
  • Assist Chief Officer if required.

Emergency Response Tasks:

  • In case of emergency, directly report to Barge Master (FSO), in charge of first aid team leader and assist Barge Master (FSO) as command team in CCR.

Professional Knowledge & Experiences

  • Possess STCW 2010 Certificate of Competency “Chief mate on ships of 3,000 gross tonnage or more” or “Master on ships of between 500 and 3,000 gross tonnage” with IMO endorsement for dangerous goods. And holding Certificate of GMDSS General Operator IV/2.
  • Attended all compulsory courses needed by STCW 2010 convention
  • Strong marine background with service to at least deck officer level
  • Experience in tanker operations as cargo officer in inert gas tankers
  • Previous FSO experience is an advantage
