Job Purpose
Chief Officer (E2FSO) monitors and maintains the safety of personnel on board. The jobholder assists Barge Master (E2FSO) in managing all marine technical operational activities and risk management safely and efficiently on the Erawan Floating Storage Offloading Unit (E2FSO)
Key Accountabilities (1)
- Supervision of the process operations on E2FSO
- Supervise and coordinate all condensate receiving, storage and offloading, metering, tank cleaning, and all maintenance activities of the deck machineries on board, ensuring all cargo handlings system are will maintained and in good working condition, relevant fiscal metering are calibrated as per its operating manual, ASTM and local government procedure requirement.
- Supervise the operation of E2FSO condensate handling facilities upon receiving from central production platform until delivery to the offtake tanker, safely and effectively manage the production of clean cargo to the export standard specification requirement.
- Manage all aspect of cargo storage in an efficient and safely manner, coordinate with Production Operators and supervise regarding cargo quantity and quality control, flow control pressure, process upset, etc.
Key Accountabilities (2)
- Managing the overall document control on the facility, ensure the cargo records and reports well maintained, kept up-to-date and available upon request,
- Inspect and maintain cargo system & equipment on the facility and consult the Maintenance Supervisor on repairing or regulating the devices.
- Manage the cargo oil washing, tank cleaning, inerting, gas freeing sludge de-muckled and preparation of cargo/ballast tanks for entry, and the supervision of tank entries and tank work, also ensure safe tank atmospheres at all time and ready for inspection as plan
- Carry out personnel on board (POB) control of the crew and passengers on E2FSO including supervision of catering and laundry services.
- Ensure that cargo control room is continuously manned, organized and efficiently and safely operated.
Key Accountabilities (3)
- Supervision of all marine activities on the E2FSO
- Maintain and ensure the stability and the safe mooring of the E2FSO at all time. Monitor hull stresses (bending moments and shear stress) within the allowable limit as per Classification. Submit plan of ship condition to Barge Master for approval prior to commencement of work.
- Officer in Charge, with respect to the provisions of the Navigation Act, and has primary responsibility for all the marine activities
- Manage the marine - deck maintenance work and communicate with Maintenance Supervisor accordingly, direct and supervise deck marine team for day-to-day operations,
- Supervise the maintenance, descaling and re-coating of all E2FSO decks, accommodation block, marine pipeline etc., coordinate with the Maintenance Dept foe all necessary repairs & renewals to deck pepe-work, its supports and equipment
Key Accountabilities (4)
- Supervise all required maintenance and renewal/ change out of the floating hose string and ancillary equipment
- Assist, coordinate and implement of classification work, turret mooring, hull inspections, UWILD etc coordinating and controlling any required tug boat support.
- Organise and arrange the loading on board of stores /spares from offshore supply boat
- Supervise the ongoing development, updating and implementation of operational procedures and work instructions
- Ensure that the fire and gas system, the firefighting system, the lifeboats, and all life-saving appliances and deck equipment are available, well maintained, certified, and serviceable.
Key Accountabilities (5)
- Supervision of Pilotage & Mooring
- Manage coordination, supervision and implementation of checks and activities required prior to the berthing of a shuttle tanker
- Ensure that the mooring & offloading equipment for shuttle tanker such as hawser, offloading hoses, and for supply boat such as fuel oil & produce water transfer are available, well maintained, certified, and serviceable.
- Monitor & Coordinating the safe and efficient operation of berthing and unberthing of the shuttle tanker to the facility
- Assist Barge Master in the unmanning of the E2FSO and its abandonment upon Typhoon alerts. Prepare tank planning to ensure that condensate production continues after unmanning and that it resumes quickly upon re-manning, as per set-up procedures.
Key Accountabilities (6)
- Compliance of statutory regulations and Class Requirement
- Ensure Marine systems and operations are safely operated with minimal environmental impact and in compliance with legislation and the Management System
- Facilitate class surveys, inspections and audit on hull, marine, position mooring and riser parts.
- Auditing of all marine operations to ensure procedural compliance
- Management of SSHE on E2FSO
- Comply with and promote the Company’s SSHE policy, rules and regulations to all work under responsibility.
- A senior team member of the emergency response team.
- Ensure Marine Work Team Safety Meetings, toolbox meetings, JSAs and inspections are conducted in the Marine Department
Key Accountabilities (7)
- Coordinate, control and plan implementation and execution of safety training drills, exercises and briefings to all staff on E2FSO
- Assis risk and hazards to ensure mitigation occurs.
- Act under command and assisting of Barge Master (OIM) in General administration, focal person in marine material handling and supervise Material Coordinator.
Emergency Response Tasks:
- In case of emergency arising or ship’s abandon, directly report to Barge Master (E2FSO), and be in charge of command team in E2FSO CCR to assist Barge Master (Emergency Commander) to direct Intervention Teams and First Aid Team.
Professional Knowledge & Experiences (1)
- STCW 2010 Second Engineer Officer certificate with IMO endorsement for dangerous goods
- Attended all compulsory courses required by STCW 2010 convention
- Technical Diploma in Mechanical or related field plus 5-year formal mechanical training
- 7 years’ experience as merchant marine technician in oil and gas tanker
- Fair command of both spoken and written English
Professional Knowledge & Experiences (2)
- Experience in operation of marine systems and offtake tanker.
- 2 years’ experience in tanker operations as deck officer in inert gas tankers and COW system
- Understanding of relevant legislative requirements with respect to overall operation of FSO/FPSO's and experience is an advantage.
- Technical background in mechanics, hydraulics, electricity, control systems is required to supervise operations and maintenance of FSO
- Good command of both spoken and written English
- Computer skill is required
