Senior Engineer, Development Planning

1. KEY OBJECTIVES
- Identify and assess new opportunities for exploration and greenfield development. Participates in detailed feasibility studies and provides the best proposal for management consideration.
- Support negotiation preparation, including developing negotiation strategies and preparing in contract negotiation to maximize project.
- Provide development planning oversight across ongoing EPCIC projects, ensuring execution remains aligned with project sanction (FID) basis, schedule, cost, and quality targets through to first hydrocarbon.
- Lead interface and stakeholder management across internal disciplines, contractors, JV partners, and authorities to secure timely, aligned decisions throughout the project lifecycle and achieve stakeholders’ expectations.
- Coordinate the operations readiness and assurance interface, ensuring greenfield assets are systematically prepared for a safe, reliable, and on-schedule handover to Operations.
2. PRINCIPAL ACCOUNTABILITIES
- Support detailed feasibility study on selected exploration and green field development opportunity to determine feasibility/commerciality of the project:
- Coordinating with relevant parties both technical and support teams to set up feasibility study plan on the selected opportunity
- Engaging with external engineering consultants to perform the assigned feasibility study (if necessary)
- Coordinating, and monitoring the implementation activities to ensure timely delivery of results covering all aspects.
- Consolidating and reviewing the results of the comprehensive studies, identifying key risks and opportunities, and recommending whether to proceed or defer the project.
- Develop and execute suitable negotiation strategies and contract to ensure maximum investment return to PTTEP:
- o Prepare and propose suitable negotiation strategies with maximum investment return to PTTEP for approval
o Coordinate and consult with Legal Team to draft and review contract and ensure project’s requirement
o Participate and support in commercial negotiation activities
o Coordinate with related functions to organize the signing contract activities.
2.1 PRINCIPAL ACCOUNTABILITIES
- Support team to hand-over greenfield development projects to operations within assigned timeline:
- Develop hand-over plan to operations to ensure readiness to startup.
- Coordinate and meet with related functions both operations and support team to share and transfer information and prepare for hand-over implementation activities in timely manner.
- Manage and coordinate the implementation of hand-over as planned and ensure smooth and success of the hand-over activities until completion
- Formulate development plans and integrate the 5-year work program and budget (WPB) for exploration and greenfield activities.
2.2 PRINCIPAL ACCOUNTABILITIES
- Provide development planning oversight of ongoing EPCIC contracts, monitoring contractor performance against schedule, cost, scope, and quality baselines, and escalating deviations with recommended corrective actions.

- Review and challenge contractor deliverables, change orders, and progress reporting to protect project value and safeguard the FID/FEL execution basis.
- Track project KPIs, cost/schedule variance (VOWD, S-curves, earned value), and interface milestones; maintain an integrated view of risk exposure and mitigation status for management.
- Maintain and drive the project risk register, ensuring material technical, commercial, and execution risks are surfaced with quantified impact and clear ownership.
- Interface coordinator across engineering disciplines (drilling, subsurface, pipeline, marine & logistics, HSE, contracts) and external parties to ensure timely, aligned decision-making.
- Manage the interface register between EPCIC scopes, tie-ins, brownfield connections, and third-party infrastructure to eliminate scope gaps and clashes.
- Prepare and deliver executive-level briefings, decision papers, and stakeholder communications that provide both situational awareness and clear action requests or decision points.
- Coordinate the interface for operations readiness, developing and driving the Operations Readiness and Assurance (ORA) plan to ensure the asset is prepared for safe and reliable start-up.

Internal
- The Dept. / Line Managers (Subsurface, Drilling and Well, Engineering, Project Execution, Commercial, Accounting and Finance etc)
- Corporate Team from Bangkok office.
External
Works with:
- PETRONAS, PETRONAS Carigali and Joint Venture Partners.
- Related stakeholders in the project.
5. QUALIFICATIONS AND EXPERIENCE
Mandatory
- Degree in engineering or related discipline with demonstrated experience in offshore greenfield development. MBA or a postgraduate degree in Economics or Finance is advantageous.
- Working knowledge of the development project lifecycle (FEL 1–3, FID, Execution) and stage-gate assurance.
- Proven interface and stakeholder management across multi-discipline and multi-contractor environments.
- Minimum 5-10 years’ of upstream experience in E&P industry
- Strong leadership skills, highly motivated and organized.
- A self-starter with ability to multi-task.
- Detail oriented with excellent verbal and written communications skills.
- Fluent in English and Bahasa Malaysia.

- Self-motivator and able to work independently with minimal supervision.
