Engineer, Quality Assurance and Quality Control
Job Purpose
Engineer, QA/QC performs the quality assurance and quality control for green field project, brown field modification, new platform fabrication and installation of the Construction Project to ensure that the construction and installation are executed in accordance with the approved design engineering, SSHE requirements, Company standards/specifications, Government Laws, Rules and Regulations. The job holder shall coordinate with Project Management Team to monitor the implementation of Project Quality Management System, Company's procured items, fabrication materials, personnel and activities in QA/QC aspects and ensure the performance of the contractors/ subcontractors/suppliers is in line with the agreed quality plans.
Key Accountabilities
- Ensure that personnel on site including Company's construction team, contractors. and subcontractors involved in the project execution fully comply with the Company's Quality Management System and project quality plan.
- Assist Quality Manager or his/her delegate in various phases of PTTEP Project Realization Process (PREP), Project Quality Planning, Project QA, Project QC and Project Certification.
- Develop and determine all standards to perform inspection and tests on all procedures and oversee all testing methods and maintain high standards of quality for all processes.
- Monitor QA/QC performance with project team, contractors and sub-contractors. Liaise with Project Manager, contractors and vendors for inspection visits. Process inspection notifications generate and/or update inspection packages and carry out physical inspections at vendors', contractors' and the Company's sites/ yards.
- Ensure the quality of all procured items compliance with Company standards/specifications.
- Establish and operate the Project's Quality Management System.
- Provide vendor assessment of QA/QC part for manufacturing capabilities and SSHE records.
- Review contractors' project quality plan, inspection and test plan, fabrication procedures, welding procedures and related Project QA/QC procedures & records. Maintain and review the Project's inspection schedule.
- Manage and maintain compliance to ISO standard, Company's Quality Management System and quality audits.
- Maintain and control QMS registration (if any), coordinate, execute and review audits and advise training on changes to ISO 9001 and ISO 29001.
- Promote and ensure an effective implementation of SSHE rules and procedures in all work under responsibility.
- Review new or revised Company' Quality Manual, Standard, Specification, Guideline and other documents related to QA/QC aspects.
- Provide input I feedback / lesson learnt regarding to QA/QC activities to improve and optimize Company's
Professional Knowledge & Experiences
- Bachelor's degree in Engineering or Equivalent.
- 5-8 years' experience in Quality Management in oil and gas industry (preferably in welding, fabrication, inspection & testing, construction and offshore installation projects).
- Knowledgeable for Quality Management System (ISO 9001 or ISO 29001). Quality Audit, Quality Tools, Lean and Six Sigma.
- Experience in project management and project quality management.
- Good command of both writing and speaking English.
