Key Accountabilities

  • Develop Contract as per requirement from Maintenance and Inspection Engineer in following areas:
    • Contracting Strategy
    • Contract type
    • Scope of Goods, Services
    • Commercial terms, pricing structure and estimated contract value
    • Sourcing Strategy
    • Technical and Commercial bid evaluation
    • Prepare Procurement Proposal Form (PPF) as per PTTEP Procurement process
    • Prepare final Contract
    • Handover Contract to Contract Holder
  • Focal point for Maintenance and Inspection Department Master Procurement Plan (MPP, APP, AMPP)
    • Develop MPP, APP, AMPP
    • Monitor MPP, APP, AMPP implementation
  • Review and analyze users’ requirements in order to provide the best fit sourcing strategy and propose qualified vendors to match with users’ requirements
  • Ensure evaluation criteria is reasonable with fairness in dealing the contractors
  • Ensure compliance with PTTEP policies, standards and Procurement and Contract process and procedure
  • Support users in preparing the PPF and contract documents to Procurement Committee

Key Accountabilities (Continued)

  • Assist and advise Maintenance and Inspection users regarding contractual issues
  • Interface with Corporate Procurement and Legal Function on matters related to contractual issues, ongoing and planned contracts
  • Support users in preparing documents under the Contracts for Post-Award Contract Management
  • Focal point for update in procurement and contracts matters, commercial terms and conditions to users
  • Support users in reviewing and issuing purchasing order (PO) or related document for the Material / Service under the Contracts
  • Perform procurement of materials and services to support maintenance and inspection activities, in compliance with Company’s procedures, rules & regulations
  • Verify payment as per contract term & condition and conduct cost analysis and variance clarifications
  • Support users to ensure contracts is closed out and completed contractor’s performance evaluation under the contracts

Professional Knowledge & Experiences

  • Bachelor’s degree or Higher in Engineering, Sciences, Business Administration, or related fields
  • Minimum 5 Years’ experience relating to contractual development and procurement of Material / Service.
  • Experiences in oil and gas industry with knowledge in basic petroleum E&P operations is preferable
  • Good computer skills in standard software (Microsoft Word, Excel, Power Point)
  • Good command of written and spoken English (TOEIC >800)
  • Good multi-tasks planning, service-minded and communication skill

Additional Desirable Qualification

  • Knowledge of SAP master data and transaction data.
  • Knowledge of international codes and standards for oil and gas industry, or related fields is preferable.
