POSITION                         :   Lead Technician, SSHE

REPORTING TO                 :    Head of Sarawak Production Operations Section

DIVISION/DEPARTMENT    :    Sarawak Production Operations Section (PBK/O)

LOCATION                        :   Offshore Sarawak              

1. KEY OBJECTIVES

  • Support PTTEP’s Sarawak Production in all issues relating to SSHE, to include workplace, technical, operational, and environmental aspects. Serve as the focal point in offshore Sarawak for SSHE issues.
  • Actively participate in the organization’s efforts to meet the Sarawak Production SSHE goals.
  • Represent Sarawak Production when interfacing with government agencies, contractors, and/or vendors on SSHE issues.

2. PRINCIPAL ACCOUNTABILITIES

  • Responsible to ensure that SSHE policies, procedures and standards are communicated, understood and implemented by all personnel including contractors and sub-contractors working on the facility at all times.
  • Serve as a focal point for all personnel in all SSHE matters.
  • Take a proactive role in identifying opportunities for improvement of the SSHE system and assist in the development of initiatives to promote SSHE awareness within the company.
  • Assume a lead role in the implementation and monitoring of the PTTEP Waste Management process.
  • Assist in the routine development and implementation of hazard identification and mitigation processes including HAZOP and JSA.
  • Monitor and track SSHE trends by means of Safety Observation / Hazard Report (eSOC/HRC) reporting system as well as by conversations and observations. Recommend alternatives to systems and processes to minimize risks.
  • Maintain an effective system for collecting, storing, analyzing tracking and reporting SSHE performance data.
  • Assist in the investigation and subsequent follow-up of incidents with the eventual goal of being competent to lead investigation teams.

 

2. PRINCIPAL ACCOUNTABILITIES (Cont.)

  • Ensure activities carried out in the facility are in compliance with regulatory and other requirements.
  • Monitor and maintain adequate supplies of appropriate protective equipment at selected facilities. Facilitate induction presentations and site tours.
  • Perform monthly walkabout and prepare report of findings and make recommendations on corrective action to be in carried out.
  • Assist in the training and coaching of all personnel in SSHE programs. 
  • Assist in the evaluation and assessment of the SSHE competencies of all personnel.
  • Continuously review and analyze emergency response procedures and participate in drills to confirm their effectiveness.
  • Coach and guide field managers and supervisors in leading safety meetings and toolbox talks.
  • Take a lead role in promoting and maintaining an interdependent safety culture within the organization.
  • Monitor, support and guide contractor personnel to ensure alignment with PTTEP SSHE standards. Schedule and facilitate internal SSHE audits and reviews.
  • Continuously strive to take steps for personal development in SSHE technical skills as well as basic leadership improvement. Perform other SSHE related duties as required.

3. WORKING RELATIONSHIP

  • This position reports directly to Team Leader, SSHE, but also has an indirect reporting responsibility the Head of Sarawak Asset in Kuala Lumpur.
  • Liaise with Sarawak Production team members, with contractors and offshore and other PTTEP SSHE personnel in KL, Labuan and Bintulu.

 

4. QUALIFICATIONS AND EXPERIENCE

  • Minimum of 5 years HSE experience in the oil and gas industry.
  • Strong computer literacy.
  • Strong and effective verbal and written communications skills. This will be presenting as well as receiving.
  • Excellent verbal and written English and Bahasa Malaysia language skills.
  • A self-starter with strong observational and analytical skills.
  • Basic leadership skills or the ability and desire to acquire the skills.
  • Some knowledge of internationally recognized HSE standards.

Preferred but not mandatory:

  • Minimum education level, degree holder preferred.
  • Certification in HSE (DOSH/ NEBOSH / etc).
  • Familiarity with Malaysian Oil & Gas Industry as well as HSE Acts and Regulations.
