POSITION : Staff Engineer, Technical Safety
REPORTING TO : Head of Sabah Operations Support
DIVISION/DEPARTMENT : Sabah Production Operations Section (PBS/O)
LOCATION : Kuala Lumpur, Malaysia
1. KEY OBJECTIVES
The Staff / Senior Engineer, Technical Safety provides technical leadership in process safety and major hazard risk management for PTTEP Sabah offshore facilities. The role supports both operating assets and brownfield modifications, ensuring compliance with Malaysian regulatory requirements and PTTEP corporate standards while maintaining risks at ALARP. The position reviews SSHE studies, oversees specialist contractors, and delivers sound technical recommendations to projects and operational sites.
2. PRINCIPAL ACCOUNTABILITIES
- Implements technical safety procedures, standards, guidelines, and management systems, including technical safety documents such as risk management standards, process safety management standards, HAZID/HAZOP guidelines, and technical safety specifications within PTTEP Engineering General Specifications (PEGS), Governing Standards, MPM Minimum Requirements, and OSR MS, in compliance with international codes and industry best practices.
- Coordinates and closes out safety review and audit actions.
- Provides advice, guidance, and support to projects on the implementation of corporate SSHE procedures, standards, management systems, guidelines, and PTTEP General Specifications related to process and technical safety.

- Provides ongoing support for the following activities:
- Management of Change (MOC) reviews
- Temporary operations risk assessments
- Shutdown/start-up risk evaluations
- Acts as Technical Authority for technical safety by conducting preliminary assessments of deviations against relevant corporate SSHE standards and specifications.
- Provides process and technical safety support to projects by participating in or leading safety studies such as:
- Safety studies (FERA, EERA, QRA updates)
- Fire & Gas detection layouts
- Passive and Active Fire Protection systems
- Safety layouts, etc.

This includes supervising, reviewing, and approving work performed by engineering contractors, and ensuring that recommendations from these studies are translated into actions that reduce risk to as low as reasonably practicable.
- Provides technical expertise on performance standards for selected Safety Critical Elements (SCEs), including primary muster areas, escape and evacuation routes, oil spill contingency, personal survival equipment, rescue facilities, and alternate means of escape.
- Provides process and technical safety support to asset operations and high-risk activities (for example, drilling, logistics, and UWILD), including participation in or leadership of safety studies, Management of Change for modifications, deviations, and downgraded situations, and process safety performance monitoring and analysis.
- Develops, when requested, and periodically reviews Concept Safety Reports, Design Safety Cases, Operations Safety Cases, and Safety Cases for high-risk activities, including oversight of contractors’ work.
- Assists in conducting technical safety compliance checks and audit programmes related to MOC, safety barriers, PSUA, PTRs/OTRs, and SSHE due diligence; identifies gaps, recommends improvements, and tracks SSHE findings, recommendations, and actions to closure.
- Uses appropriate software and tools for safety analysis, calculations, and design support, such as PHAST and Bowtie, and provides technical guidance and troubleshooting support to projects and assets on technical safety and safety engineering matters.
- Participates in or leads accident and incident investigations when nominated, and provides advice on preventive and remedial actions for near misses, high-potential incidents, and Safety Critical Element (SCE) failures to ensure effective follow-through.
- Develops safety engineering deliverables, prepares related documentation, and maintains process safety databases and reports.
- Identifies and monitors Major Accident Events (MAEs), Safety Critical Elements (SCEs), and Performance Standards (PS), and supports the development and implementation of Major Accident Prevention Tools across projects, assets, and high-risk activities.

- Reviews and advises operations on operating procedures and practices to ensure compliance with PTTEP corporate SSHE requirements and MPM Process Safety Management minimum requirements.
- Communicates these processes to field personnel and serves as the primary day-to-day point of contact for implementation and operationalisation queries.
- Leads and participates in risk assessments and facilitates SIMOPS reviews.
- Coordinates pre-activity safety reviews and related reviews, including HSE cases, risk assessments, hazard and risk registers, emergency response plans, and performance trend reviews.
- Serves as the focal point for Process Safety Event Indicators (PSEI), including Loss of Primary Containment (LOPC) reporting.
- Liaises with operational personnel on the reporting, investigation, and follow-up of process safety incidents to ensure timely information capture, robust root cause identification, and prompt implementation of corrective and preventive actions.
- Delivers HSE training primarily related to process safety and the operationalisation of the HSE Case, as required.
- Serves as the Petronas OSRMS focal point for Tier 3, Tier 2 (IOAIA), and Tier 1 audits.
- When required, supports the procurement of urgent HSE-related items for field operations.
- Performs other responsibilities as assigned in support of business and operational requirements.
6. QUALIFICATIONS AND EXPERIENCE
- Bachelor’s degree in Chemical Engineering or a related discipline
- At least 12 years of experience in process safety, technical safety engineering, or related engineering disciplines within the oil and gas industry
- Comprehensive knowledge of loss prevention processes, safety studies, and safety analysis techniques
- Strong knowledge of industry codes, standards, and legislation related to SSHE
- Strong analytical and problem-solving skills
- Good command of written and spoken English
