Key Objectives
1. KEY OBJECTIVES
- Support Malaysia Asset operations in the implementation of Safety, Security, Health & Environment Management System (SSHE MS).
- Implement activities for assurance of SSHE MS compliance for activities and work sites within Malaysia Assets, including those performed on behalf of Malaysia Asset.
2. PRINCIPAL ACCOUNTABILITIES
- Develop or review Procedures and Guidelines to ensure that Malaysia Asset facilities and operational processes are aligned to Corporate Standards and Procedures.
- Advice Malaysia Asset personnel on compliance requirements to Company’s Standards and Procedures and assist in meeting those requirements, as appropriate.
- Participate in pre-start up safety reviews and other reviews/assessments, e.g. risk assessments, hazards/risk register, formal safety assessments, Performance Standard, emergency response procedures, performance trends etc.
- Facilitate identification of HSE Case for high risk activities and coordinate activities related to development, review and implementation of these HSE Cases.
- Review and provide feedback during management of change (MoC) reviews and oversee the implementation of the MOC as per defined procedures.
- Perform Management of Change (MoC) compliance audits to ensure that implementation is as per the defined procedure.
- Develop annual SSHE Audit Plan, conduct SSHE audits and review activities to confirm Malaysia Asset’s SSHE MS compliance and complete post audit activities as per the Company’s Audit and Review Standard.
2.1 PRINCIPAL ACCOUNTABILITIES
- Perform regular audits for HSE Case implementation and identify improvements.
- Support the implementation of the Human Factors Engineering Standard for new projects in Malaysia Assets.
- Review quality of incident investigation reports and communicate with Investigation Team on the improvements required to ensure investigations and subsequent activities performed meets Company’s expectations.
- Liaise with Site SSHE personnel for implementation of SSHE Management System, HSE Case, specific SSHE programs and initiatives.
- Coordinate implementation of the SSHE Contractor Management Standard in Malaysia Assets and support Contract Holders in reviewing Contractor’s SSHE management plan, risk management program and other SSHE related programs.
- Support Asset Management in the implementation of Life Saving Rules Standard, assist in the investigation of non-compliance or violations by employees and/or contractors and advise HR Business Partner/Contract Holder on appropriate disciplinary action for violations of the Standard.
- Develop new procedures or amend current procedures to align to the Operational Safety Management Standard.
- Monitor the effectiveness of the Operational Safety Management in Malaysia Assets and provide recommendations to improve performance by the sites.
2.2 PRINCIPAL ACCOUNTABILITIES
- Review the arrangements in place for the inspection and maintenance of plant and equipment to ensure it meets the SSHE requirement defined in Company’s Standards and Procedures.
- Review Hazard Report Cards and Safe Observation Cards and propose remedial actions or safety campaigns to be implemented at site. Review safety campaigns to ensure adequacy of mitigating the issues.
- Reviews Department SSHE Plan and monitors the monthly progress of the SSHE Plans.
- Support development of SSHE Culture Improvement Plans for Malaysia Assets, integrate the plan into the annual SSHE Plans and assess the implementation to ensure effectiveness.
3. SSHE Responsibilities
- Ensure SSHE Policies, Standard and Procedures are enforced and complied with.
- Shared responsibility for the health, safety and welfare of all persons in Malaysia Assets, including employees, contractors and visitors and for local environmental safety.
