1. KEY OBJECTIVES

The Senior Engineer, Cost, and Planning are responsible for developing and maintaining the integrated project master schedules in terms of cost & schedule for both the Offshore Facilities and Onshore Gas Plant 2 (OGP2) project starting from FEED/EPCC tendering until completion of FEED/EPCC execution, i.e. Basic engineering design, Detailed engineering design, Procurement, Construction & Pre-commissioning, Commissioning, Plant performance test and Handover to operation. Responsible to monitor and highlight if there is any potential cost overrun or delay of work performed by the contractor/company including proposing the practical solution and adjust the plan to suit the latest project status. He/she is responsible to review and provide project cost evaluation/benchmarking and budgeting of FEED/EPCC phases. He/she also assists Project Service Manager in monitoring LLI procurement scheduling and monitoring to ensure the desired project target will be achieved. The job holder shall be responsible for the Progress measurement procedure, MDR, etc. Execution covering all Engineering Phases from CFT development, Tendering execution, Basic engineering, Detailed engineering, Construction, Pre-Commissioning, Commissioning, Start-up, and Performance test of both Offshore Facilities and Onshore Gas Plant 2 (OGP2).

2. PRINCIPAL ACCOUNTABILITIES

The Senior Engineer, Cost and Planning is a project focal point to review/develop the Project master schedule and monitor/highlight both internal and external key activities. to review and monitor Change orders including monitoring the balance of Contract value, liaising with the Project engineer to prepare a Tender plan or other deliverables to obtain management/committee approval in relation to Cost/Procurement management, develop the monitoring system for the procurement of Long Lead Items (LLI) and integrate it into the Project master schedule.
Review the related project deliverables e.g. Weekly/Monthly progress report, Progress measurement procedure, Minimum deliverable register, etc. including to other routine project control matters e.g. S-curve, cost claim, submitted invoice, work with Project engineer and Discipline engineers to monitor/control the project execution including to monitor the efficiency of contractor and company teams if there is any deficiency to improve. Attend daily/weekly progress meetings, and prepares daily/weekly, and monthly reports. Assists in the preparation of pre-commissioning and commissioning schedules and ensures smooth and timely handovers from the onshore and offshore installation contractors/suppliers.
Liaises and interfaces with the Operations team for preparation, installation, and hook-up works including logistics and safety requirements. Update Project Team and Operation Group regarding the manning level during the construction/ installation period, and recommend proper development of the personal mobilization/demobilization plans. Prepare the presentation document to provide both project management and the Asset Team with adequate levels of information on project matters and status. Report the progress to the line supervisor. Identify the problem areas issues and suggest practical solutions/actions to the line supervisor as appropriate. A focal point to review/develop EPC cost estimation report and benchmarking process. Coordinate with 3rd party for both schedule and cost quantitative risk analysis. and prepare budgeting in EPCC phases in all contracts, contributing to the optimization of the company’s budget through proper up-to-date development of the personal movement plans. Assist the Project engineer in CFT preparation on its related part and evaluate the proposal as may be requested. Support Project Service Manager in any special assignment may have during the execution of the project.

3. WORKING RELATIONSHIP

Individual must be capable of working independently, efficient and competent in carrying out duties.
Internal: Relevant Depts in PLS and Corporate
External: EPC Contractors, Petronas MPM and Project Governance, JV Partners, Government Authorities as well as other external parties, if required.

4. QUALIFICATIONS AND EXPERIENCE

Bachelor’s degree in engineering or a related field and having a Professional certificate from an accredited Body/ Association e.g. PMI is an advantage.
Knowledge of the oil and gas industry both onshore and offshore must have extensive knowledge of project management, budget control, schedule control, and quality control management.
Must have a good understanding of facilities design and production operations including a broad range of expertise on conceptual, development, and production operations of Offshore and Onshore constructions.
Good verbal communication, coordination, and organizing skills with the ability to work with minimal supervision and liaise effectively and efficiently with other team members within/outside Department.
Minimum of 10 years experience in Cost and Planning with a proven track record in FEED, Detailed Engineering, EPC, project management & execution.
Experiences in Offshore/Onshore engineering and construction in the oil and gas industry including Petrochemical or Refinery projects.
Experiences in project management for the project which have a Licensor contractor during FEED/EPCC are advantages.
Experiences in project management with a scope of shore approach pipeline are advantageous to perform civil/structural analysis and design of foundation, steel structure, connection, and reinforced concrete building.
Experiences in CFT development and Tendering execution of Offshore/Onshore gas plant/petrochemical/refinery industry are an advantage.
