LOCATION                                     :        KL Office

1. KEY OBJECTIVES

  • The Company Site Representative (CSR) shall work full-time managing the execution of the work taking place on the installation contractor’s vessel and other relevant sites, reporting to the EPCIC Manager daily.
  • Support the execution and management of Greenfield Development projects where required, primarily offshore onboard installation contractor’s vessel, but also in the fabrication yard/project office.
  • Ensure that all personnel at site are fully conversant with safe working practices and that such are implemented. Champion Company’s HSE initiatives on board and provide support and incentives as required.
  • Ensure contractor’s execution of work are in adherence to contract provisions, and responsible for Quality Assurance / Control implementation at site.
  • Lead role for offshore site team including construction support engineers, survey party, inspectors (welding, coating, NDT) on the installation contractor’s vessel. 

2. PRINCIPAL ACCOUNTABILITIES

  • Shall be responsible to ensure that all activities are conducted safely in accordance with all Company safety standards, codes, guidelines and specification.
  • Guide and support the field effort in various construction areas, include close monitoring of planning and scheduling, construction methods and techniques and site preparation.
  • Ensures that all activities that are conducted comply with all legal and Company technical standards and specifications, approved procedures, plans, manuals and notes.
  • Coordinate and participate in interface with relevant parties including Company Project team and external parties where dictated.
  • Track and report on project progress daily, ensure that all project documentation and status reporting are prepared accurately and timely.
  • Review / verify change orders proposals.
  • Liaise and interface with other units or departments to obtain information related to the follow-on construction or production activities.
  • Ensure effective and efficient planning and execution of work at site, on board the offshore installation vessel and operation of marine supporting spreads.
  • Continuously monitor the status of the work to ensure it is being done in the most efficient manner and that all materials/consumables are available to prevent standby or nonproductive time.
  • Provides construction engineering support to the project team via review and assessment of installation engineering reports and procedures.
  • Attendance and active participation in Constructability reviews, HAZID / HAZOP and other risk assessments as scheduled.

3. KEY AUTHORITIES

  • As CSR on board the installation contractor’s vessel, to ensure that the project is delivered to the highest degree of safety.
  • On site accountability for the execution of the work performed by installation contractor.
  • On site authority for additional / change order work required to proceed with the work being performed.

4. SAFETY RESPONSIBILITIES

  • Shared responsibility for the health, safety and welfare of all person’s onboard installation contractor’s vessel, including staff, contractors and visitors and for local environmental safety.
  • Consult with and ensure the participation of the team members or visiting contractors, in the ongoing development and implementation of HSE initiatives at the construction / fabrication sites.
  • Report all accidents, incidents, near misses and dangerous occurrences to the Safety Coordinator / Supervisor. Ensure reports are legible, comprehensive and timely, and any additional information pertinent to the report is attached as per Management System Procedure.

5. WORKING RELATIONSHIP

  • Project Manager, Project Engineers, Engineers and personnel in KL and site offices, as well as on offshore installations including Offshore Installation Managers, Production Superintendents and other offshore contractors.
  • Shore based logistics team and service providers.

6. QUALIFICATIONS AND EXPERIENCE

  • Degree in an Engineering related discipline or equivalent.
  • Minimum of 15 - 20 years of working experience in major offshore installation project, with at least 1 in a CSR role.
  • Shall be well versed with marine operations and DP vessel and construction equipment / machinery on board.
  • A thorough knowledge of relevant codes and standards and guidelines on design and execution including safety codes and practices.
  • Capability of interpreting drawings and specifications and translating these into clear instructions to the workforce.
